This Harmonised Participatory Planning Guide (HPPG) for Parishes and Wards has been developed in response to the need for a guiding framework for participatory bottom-up planning by parishes/wards when executing their mandate. The Guide provides a framework on participatory investment decision making and resource allocation so that Local Councils at Parish/ward and village/cell level are more responsive to the needs of the electorate.
