Free State leads on implementing Local Government Turnaround Strategy
The Free State Premier and the Free State Department of Corporate Governance, Traditional Affairs and Human Settlements are in the process of finalizing plans to collaborate on implementing the Local Government Turnaround Strategy. Over the next 11 months, all wards across the Free State will be involved in an intensive wall-to-wall ward planning initiative that will cover training of in-house trainers, production of over 300 Ward Plans, generating household profiles and identifying local economic development plans – as required by the Turnaround Strategy. Deepening Democracy in South Africa
The Local Government Turnaround Strategy, recently adopted by Cabinet, identifies the need for strengthened community oversight and monitoring over service delivery projects. It also calls for interventions to deepen People-Centrered Government that includes greater powers and responsibilities for ward committees. Community-based Planning (CBP) is an approach that is crucial for this process.
Community-based planning (CBP), developed for the National Department of Provincial and Local Government (now COGTA) and the South African Local Government Association, among others, is a specific form of ward planning involving all people in a ward which has been designed to promote community action and make the Integrated Development Plan (IDP) of a municipal area more people-centered. Testimonials from the training on Managing for Impact: a holistic learning experience
Khanya-aicdd and the Centre for Development Support (University of the Free State) recently hosted an 11-day Certificate Course to improve planning, implementation and evaluation for pro-poor programmes.
