Only seven municipalities out of 237 (3%) received a clean audit for the 2009/10 financial year. Of the 237 municipalities audited, 60 (25%) received a disclaimer or an adverse opinion, 50 (21%) received qualified audits, and 120 (51%) received financially unqualified audits with findings. The audits of 46 municipalities had not yet been finalised by 31st January 2011.
