Collectively, metropolitan municipalities have increased their operating budgets from R111.3 billion (R111.3bn) in 2010/11 to R128.3 billion (R128.3bn) in 2011/12. Most metros receive over 70% of their operating budget revenue from service charges. As a result, service tariff hikes have increased substantially from 2010/11. However, the amount that metros spend on administering basic services is not reflected in how much they charge for them.
